Commerce, CA – The Central Basin Municipal Water District (District) Board of Directors have appointed Mr. Steven O’Neill, a Senior Partner with Olivarez Madruga Lemieux O’Neill, to the position of Interim General Counsel, effective September 2019 through February 2020. As General Counsel, Mr. O’Neill will work under the direction of the Board of Directors, in coordination of the General Manager, to manager the District’s legal affairs and oversee all transactional and litigation matters.

Mr. O’Neill brings to the District a wealth of knowledge, experience, and expertise to help manage water issues, provide policy support, and draft proposed statutes and regulations. He also serves as General Counsel for other Metropolitan Water District member agencies such as Eastern Municipal Water District, West Basin Municipal Water District, Upper San Gabriel Valley Municipal Water District, and several other water agencies throughout Southern California.

Mr. O’Neill received his Juris Doctorate from Loyola Law School. He is also a lecturer on water law and environmental issues, and a speaker to industry coalitions.




Central Basin is a public agency that wholesales imported water to cities, mutual water companies, investor-owned utilities and private companies in southeast Los Angeles County, serving a population of 1.6 million. In addition, Central Basin provides the region with recycled water for municipal, commercial and industrial uses. Formed in 1952, Central Basin is committed to ensuring a safe and reliable water supply for the region.
