HET Distribution Program Q&A

How much water has been saved through this program?

HETs are high-quality, water-efficient toilets that use only 1.3 gallons per flush or less, compared to older models, which use anywhere from 3 - 7 gallons per flush. Currently, these HETs are conserving more than 300 million gallons per year, enough water to provide 2,000 families for one year. Along with these programs, thousands of free high-quality, low-flow showerheads have also been distributed.

How do these programs help the community?

As part of Central Basin's community outreach efforts we invite various non-profit community-based organizations (CBOs) to assist with implementing the programs and earn funding. In Central Basin, more than 30 different CBOs have assisted with the programs. These organizations have included the Boy Scouts of America, local high schools, Lions Clubs, Girls and Boys Club and many others.

By conserving water as a community, you are helping to reduce our dependence on imported water and helping Southern California better manage its precious water supply.


How do I participate?


These HETs are offered to the public free of charge at one-day weekend events. Residents must meet the following criteria to participate:

  • Reside in Central Basin's service area.

  • Live in a single-family home, apartment or condominium/townhouse complex.

  • Have older, water-wasting toilets (that use 3 gallons or more per flush) that need replacement.

  • Must not already have more than 2 HETs installed in a residential home or apartment unit. The intent of this program is to replace older water-wasting toilets in order to conserve water.

  • Central Basin and its vendors reserve the right to conduct an on-site inspection to verify installation of the HETs involved with this program. Qualifying HETs must be installed within Central Basin's service area.

  • The HETs are distributed on a first-come, first-serve basis at these one-day weekend events.

Residents must bring a current water bill, a valid driver's license / I.D. and meet the above-mentioned criteria.

Central Basin is composed of five Divisions. Typically, one HET program is conducted per division annually.
