Directors' Bios


Division I

Edward C. Vasquez    [Send me an E-mail]

The current Board President, Edward C. Vasquez was re-elected to the Central Basin Board in November 2008 to represent the Division I cities of Bell Gardens, Downey, Montebello, Pico Rivera, West Whittier-Los Nietos, and unincorporated areas of Los Angeles County. A respected leader, Director Vasquez has also served as a member of the Metropolitan Water District Board of Directors. A 34-year resident of Montebello, Vasquez is a former council member for the City of Montebello, during which he served as Mayor from 2001-2002. A community leader, he has been involved with the City of Montebello since 1979, working on the Civil Service and Planning Commission. Professionally, Vasquez retired in 2007 after 30 years as the chairman, director and professor of radiologic technology at Los Angeles City College.

Division II

Robert Apodaca    [Send me an E-mail]

Robert Apodaca was re-elected to serve his fourth term on the Central Basin Board of Directors in November 2010 to represent the Division II cities of La Habra Heights, La Mirada, Norwalk, Santa Fe Springs, Whittier and South Whittier. In addition to more than 11 years of service on the Central Basin Board of Directors, he is a longstanding member of the Association of California Water Agencies, the San Gabriel Watermaster, the San Gabriel Valley Protective Association and the Central Basin Water Association. Professionally, he has worked in both the private and public sector. As a dedicated public servant, Director Apodaca has held numerous positions over the course of his career that continue to positively impact the residents of California.

Division III

Art Chacon    [Send me an E-mail]

Re-elected to the Central Basin Board of Directors in November 2010, Art Chacon represents the cities of Bell, Commerce, Cudahy, Huntington Park, Maywood, Walnut Park, Monterey Park, Vernon and unincorporated areas of East Los Angeles. An advocate for innovative water resource management, he is the Founder and President of Chacon Water Advisory, a company dedicated to educating Southern California on the use of xeriscape or water-efficient, landscaping. Director Chacon is also a member of the Water Conservation Garden and Friends of Clean Water, two non-profit organizations focused on promoting water-awareness and conservation. Additionally, he has extensive experience in city government, having served as a commissioner of parks and recreation and city planning.


Division IV

Rudy C. Montalvo    [Send me an E-mail]

Rudy C. Montalvo was elected to the Central Basin Board of Directors in November 2008 after being unanimously appointed to the Board in January 2007. He currently serves as the Board's Vice President and Chairs the Central Basin Communications Committee. In May 2010, he was also appointed to the Metropolitan Water District Board of Directors. Director Montalvo represents the cities of Lynwood, South Gate, Florence-Graham, Willowbrook, Compton and Carson. A longtime civic leader and former labor representative, his vast career was shaped by his early involvement in voter rights issues, public education and social services. As a resident of the City of South Gate, Director Montalvo served on the Planning Commission for 12 years, where he has played a significant role in restoring city governance. Additionally, Director Montalvo serves as the President of the Democratic Club of South Gate and is one of the co-founders of the Southeast Cities Democratic Club.

Division V

Phillip D. Hawkins    [Send me an E-mail]

Director Hawkins was re-elected to serve his third term on the Central Basin Board of Directors in November 2008, representing the cities of Artesia, Bellflower, Cerritos, Hawaiian Gardens, Lakewood, Paramount and Signal Hill. In January 2008, Director Hawkins was appointed to the Metropolitan Water District Board of Directors, where he currently chairs the Real Estate and Asset Management Special Committee, and sits on both the Business and Finance Committee and the Water Planning and Stewardship Committee. From 1994 to 1996, Director Hawkins served as a member of the California State Assembly. A leader in the business community, he was appointed by Los Angeles County Supervisor Don Knabe to the Los Angeles County Assessment Appeals Board. Professionally, he is a real estate broker and has owned several businesses.
