ACTION: That the Board takes an "Oppose Unless Amended" position on AB 1420.

10. RIO HONDO PUMP STATION VARIABLE FREQUENCY DRIVE REPLACEMENT PROJECT - ENGINEERING CM SERVICES - AMENDMENT NO. 1

ACTION: The Board authorizes the General Manager to amend Agreement No. C2041 for an additional amount of $16,812, increasing the total to a not-to-exceed amount of $41,594.

11. LABORATORY SERVICES FOR THE WATER QUALITY PROTECTION PLAN

ACTION: The Board authorizes the General Manager to enter into a two-year agreement with Test America, beginning July 1, 2007, to provide WQPP water quality sampling per the unit prices in Exhibit "B", for a not-to-exceed amount of $35,154 ($31,958 estimated amount, plus 10% for contingencies).

12. BANK ACCOUNTS

ACTION: That the Board reconfirms and approves the bank authorizations as follows:

  1. Open a checking account for Central Basin Municipal Water District;
  2. Reconfirm the authorized persons to manage and access the accounts, as follows:
    1. District's Appointed Treasurer as Contracting Officer;
    2. General Manager and Treasurer as check signatories;
    3. Treasurer and Deputy Treasurer as authorized representatives for fund transfers; and
    4. Treasurer and Deputy Treasurer as authorized representatives to enter and approve wire transfers following the limits of authority set forth below:
      1. $10,000,000 aggregate limit;
      2. $6,000,000 single transfer limit; and
      3. Total of 4 daily transfers allowed.
  3. 3) Open a checking account and a savings account for Long Beach Trust Fund.
