GOVERNMENT SERVICE CONTRACT 2009 ACTION: That the Board authorizes the General Manager to extend the annual contract with the following Government Service Representative: 10. ADMINISTRATION AND MARKETING SERVICES FOR THE HIGH-EFFICIENCY TOILET DIRECT-INSTALL PROGRAM FOR MULTI-FAMILY UNITS (HELP) ACTION: That the Board authorizes the General Manager to enter into the following contract agreements with: 1. Southwest Environmental for the administration of the HET direct-install program (HELP) for an amount not-to-exceed $2,508,550. This amount includes the proposal amount, the additional ICP program costs and a 10% contingency; and 2. PMC for the marketing and outreach of the HET direct-install program (HELP) for an amount not-to-exceed $76,450. This amount includes the budgeted amount and a 10% contingency.

CITY OF CERRITOS REQUEST TO MODIFY PURCHASE AGREEMENT BASE ALLOCATION ACTION: That the Board authorizes the General Manager to execute a new purchase agreement with the City of Cerritos using a lower base allocation, to be effective on January 1, 2009. 12. ANNUAL INDEPENDENT AUDIT FOR FISCAL YEAR 2007-08 ACTION: Receive and file. 13. WEST AND CENTRAL BASIN JOINT FINANCING AUTHORITY ANNUAL INDEPENDENT AUDIT FOR FISCAL YEAR 2007-08 ACTION: Receive and file. 14. HUMAN RESOURCES LEGAL SERVICES ACTION: That the Board: 1. Ratifies the payments of $21,125.84 made to Alston & Bird LLP for services rendered; and 2. Authorizes the General Manager to amend the existing contract with Alston & Bird LLP to increase consideration by $30,000 and extend the contract period through June 30, 2009.
