Narrow Window of Time for Review of Proposed BMP Revisions is Worrisome

CUWCC Group 1Celeste Whitlow from the Nipomo Community Services District, joins the Water Cooler to share her concerns with the narrow window of time allowed for the review and approval of the proposed BMP revisions, and the potential impact on her agency:

 

Thirty days is not sufficient to get this through first committee and then presented and approved by our Board of Directors.

I have a very hands-on Board, and they will not be happy if this is forced to a vote before sufficient time to review and action. If the proposed revisions cannot be made available for review with time sufficient to get them through the approval process, then the vote should be postponed to January.

My general manager is very concerned about the approach being taken for review of these BMPs, which we will have to perform. I campaigned mightily to get our District to join the CUWCC.  I do hope I’m not negatively impacted here at my job by the BMP revision review timeline.

CUWCC Delays Mailing “Final” BMP Proposal to Members

CUWCC Group 1If you have been waiting for your “final” version of the proposed changes to the BMPs to arrive in the mail, you’ll have to wait a little longer. The CUWCC said it was required to provide its voting members with a copy of revisions to BMPs 60 days prior to a vote to approve the revisions. This would have required the CUWCC to provide you with a copy of the proposed revisions around Oct 10th. Last week, the CUWCC determined the 60-day notice is a tradition, not a requirement, and that CUWCC is not required to provide a copy of the proposed revisions until just before the vote. So, with this new understanding, the CUWCC is continuing to revise the proposal. It may or may not choose to provide a strike-out version showing the changes made since the last Plenary.

Inland Empire Utilities Agency Submits Comment on BMP Revisions

CUWCC Group 1Click Here to read the comment letter submitted by the IEUA this week. The letter, submitted to the CUWCC on behalf of the IEUA and its retail agencies, the Cities of Ontario and Upland, Cucamonga Valley Water District, Monte Vista Water District, and Fontana Water Company (a subsidiary of San Gabriel Valley Water Co.), recommends moving forward with the adoption of the BMP revisions as soon as possible, while outlining 5 actions for the CUWCC to take prior to the December 2008 vote.
