		<description>Matt - Thanks for locking on to this issue. While I thinking about how to marshall very limited resources to look for leaks that may or may not exist to eliminate "apparent" water loss, a technical question comes to mind.  How do presently unmetered communities determine the percentage of water loss. Better yet, shouldn't the CUWCC focus on getting everyone metered, and then worry about agencies like mine with losses running between 3% and 5%.</description>
